I'm sort of with WildCat on this one, but I suspect you are asking if there was a name for low Lithium levels and if one had such a thing would that cause bi-polar II?
The answer is the name for "low Lithium levels" is the words in quotes. Humans don't need Lithium to perform anything. Lithium was discovered in the 1950's as a way of settling bi-polar disorder. To this day, scientists still do not know it's specific mode of action in the human brain except that when it works well, it works really well.
