Have you talked to the doctor? Its possible that your mom's physical condition wasn't such that an invasive procedure would be a choice. If the doctor can't give you an explanation, if you're in the usa, you may want to talk to a lawyer. If your Mom didn't want to change doctors, there wasn't much you could have done about it.
