As Implanon is a progesterone only birth control it shouldn't have any significant effects/interactions with smoking (although smoking is not recommended).
But if your blood pressure is increasing please see your doctor again as she suggested.
Marvell is right although I will say this much anything that you have done and smoke is involved (this is my personal thoughts) it helps to supress your immune system, you need to be in the best possible condition and smoking has been proven to not be conducive to good health, I understand my Dad stopped he had leukemia and copd he had rolled them since he was 12 years of age, he knew it greatly made things difficult for him so he gave them up it's sad to say that something he loved so much had the effects on him that it did.
