I believe that it is mistaken in saying meth is used to treat adhd. amphetamine salts are used but i am doubting that it has much to do with meth.
Methamphetamine is a schedule II which means it is legal when prescribed by a doctor. However, in order to manufacture, obtain, sell, and so on one would need to be registered with the DEA. Since meth dealers and makers do not register it is illegal. As well as it's use without a prescription.
Furthermore, while methamphetamine in schedule II there are many other amphetamines that are schedule I that could be termed "meth". Also, typical methamphetamine is in the chrystilzed form which is not approved.

Desoxyn is Methamphetamine Hydrochloride, so there is a prescription version of Meth. Then again, good luck getting it prescribed when docs are leary of Adderall these days.
