That depends on the type of medication it is but if you have a refill on it then it isn't a Schedule II narcotic. If it is you have to go to the prescribing drs office to pick up the prescription. I guess I don't understand what you mean by over the phone. You can call in your refill over the phone (except as stated above) and have someone else pick it up if that's what you mean. It would help to know what kind of medication it is. It also can depend on where you live. I live in a small town in Texas and our little pharmacy actually makes deliveries to the elderly and bed-ridden. I don't know if I answered your question at all but if you would add more info that would help.
