If your Primary doctor referred you he might be able to get general info from that doctor, but I'm pretty sure you have to sign a release of records for the new Pain Management doctor to receive your records. You said in the past. Does that mean you no longer see that physician? If not, there shouldn't be a problem. I would be totally honest with the new doctor that you had been to a previous clinic & wasn't helped to you or your Primary physicans satisfaction. What kind of pain problems are you having, & what have you been on before? Just curious since I go to a Pain center myself. They will most likely have you sign a contract not to get pain meds from another doctor, so if you have a previous contract like that, you need to send them a "certified letter" stating that you will no longer be a patient there & are closing out your contract per your doctors wishes for you to see a new physician.
