Hi subuser, There are rehabs that take people that have no insurance and are unable to pay, at least in Michigan there are a few. I don't know about the west coast though. Perhaps you could call rehabs in your area for your brother?
If he is a current heroin addict, maybe it isn't wise to have him live with you...
Yet if he is serious about his recovery, maybe the two of you could support each other? Maybe I am talkin' out me fanny right now? Sorry. my sense of humor gets in my way sometimes!
If you can't trust brother, don't let him in your house, sister!
