Have you seen a dermatologist? They are the experts in this area. If you are asking what Hydrocortisone/pramoxine is - it is just an itch treatment that combines a steroid to reduce the inflammation and pramoxine as a pain reliever/numbing agent. It is a useful combination for many maladies that cause itching and pain.
If you have not seen a dermatologist yet, some things you can try until you see a Dermatologist are:
Tea Tree Oil or a shampoo made with this.
Shampoos with Zinc Pyrithione are somewhat helpful if you have dandruff
Scalpicin is also useful as it contains Hydrocortisone.
you could always try benadryl oral tab to help with the itching - but be wary that it can/will make you very drowsy and you should not do anything that requires your attention until you know how the Benadryl will affect you.
Clobetasol foam - but you need to see a Provider to get this. And perhaps they would know what was wrong and be able to give you what you really needed.
Remove Gluten from your diet - it may help.
