Had sex with my girlfriend on her 19th day of cycle using a condom with spermicidal lube and it broke, I went to buy the morning after pill 21 hours later and she took it but on the 20th day of her cycle she had a good amount of clear discharge , my girlfriend is not very regular with her cycle and she had PCOS, we don't know of she still has it, could she be pregnant? Thank you for your help.

Plan B is not as effective as regular hormonal birth control. It just might help in the case of an emergency.
Plan B works works by delaying ovulation. If the woman is already ovulating when she has unprotected sex, then Plan B can't do that. If pregnancy is to be avoided, she will need to use one of the other methods of emergency contraception; either the other emergency pill; Ulipristal Acetate, or to have an IUD fitted by a doctor. Either of those things can be effective if done within 5 days/120hrs of the unprotected sex. They can stop implantation of an embryo into the womb.
The majority of women with a regular menstrual cycle, are fertile/ovulate around the middle of their cycle (usually a couple of weeks after the first day of their period), although it can vary slightly. As your partner does not have a regular cycle, it's impossible to know if she was fertile.
If she wants to be as safe as possible, she could use one of the other methods of emergency contraception, within 5 days of the unprotected sex, but she would need to check whether they are OK for women with PCOS.
