Is fluoxetine and paroxetine the samething both 20mg?

no, they are not the same drug. both of these medications are members of the ssri family/class of antidepressants. ssri stands for selective serotonin reuptake inhibitor and refers to the drug's mechanism of action. fluoxetine is the generic form (name) for prozac while paroxetine is the generic form (name) for paxil. the 20 mg designation only refers to the dose (amount) of the drug contained in the pill.
