Absolutely not. It is a steroid and could increase the chance of infection. Run cool water over it. It will stop the sting. If it blisters you can cover it so that you don't break the blister, but otherwise leave it alone, except to make sure you aren't getting an infection. Take some tylenol if its hurting.
For a burn, pure aloe vera right from the plant is great when paired with something like ibuprofen or naproxen. These are pain relievers as well as anti-inflammatories. Yes, burns cause swelling and lessening the inflammation helps.
If it's beyond aloe, ask your doctor for silvadene ointment, also called silver sulfadiazine. It has broad antimicrobial activity, and is bactericidal for many gram-negative and gram-positive bacteria, as well as being effective against yeast. Silver sulfadiazine will inhibit bacteria that are resistant to other antimicrobial agents.
