Any dr with a dea license can prescribe any controlled drug. Whether or not they will is a whole other story because of the way the government is with this. If you have COPD you should be seeing a respiratory specialist and he should be ordering it for the anxiety that goes with copd.
Yes your PCP can; however, more than likely they wont, reason as kaismama stated about the DEA. With having COPD it does cause anxiety as well can cause other problems like depression. If you seek a psychiatrist and a pulmonolgist one of them should give you a script for a benzo or an antidepressant that helps with anxiety, if they don't help get another doctor asap!
