It depends on policy and if they have had training for it and whether or not the person being injected has a prescription for it. You may need to consult your company's legal team to find out the legalities and what your state law says as this can vary from state to state. I know in school systems, the school nurse can give the Epi Pen and so can lay people, like nurses aids or even secretaries, if they have been trained in how to use the Pen.
Wow... good question!! Speaking as someone who has a severe bee allergy and carries an EpiPen... I was told by my doctor that I am to inject myself if I can and if for some reason I am not able to give myself the injection, (I am unconcious, or there is another reason that I can not give myself the injection) there is an instruction sheet with my injections that anyone can follow to make sure that I get my injection until a paramedic or fire/rescue/police can get there! I was told that ALL emergency personel, ie. police, fire rescue, etc. are trained to give the EpiPen, but I live in the state of Maryland so that is how they handle it here... I'm not sure about other states.
