It's never guaranteed to work. If taken within 12 hours it's around 90% effective. If left until that latest point it can be taken (72hours), it's only around 75% effective.
It's only a last resort because it's not as reliable as regular birth control.
If you want another emergency option, she can have an IUD/Coil fitted by a doctor within 120 hours/5 days of unprotected sex. That can also be left in place for longer term birth control.
