Does eating or swallowing lots of baking soda cause high blood pressure or swelling of your legs?

Baking soda is not good for high blood pressure. It contains a lot of salt. An occasional dose (a teaspoon in a glass of water) for heart burn is probably not going to do much harm, but you're talking about lots of baking soda, so yes, it's a bad choice for someone with HBP.
