There are patches to treat low testosterone levels. There are also topical gels and pellets on the market as well. If you see a testosterone replacement patch, you will need to speak with your doctor to get a prescription for them.
Some people prefer a patch, and some find the gel easier to apply and deal with. Be sure to discuss dosage level with your doctor to assure you have the proper strength.
