They have my grandson on 36mg twice daily and he is only 10 . He is also very hyper aggressive angry, I've been called by the school 4 times in one week .Is anyone else taking this kind of dosage? he also has him on a blood pressure med at night,
This is the recommended dosages for Concerta:

Children 6–12 years of age 18 mg/day 18 mg – 54 mg/day
Adolescents 13–17 years of age 18 mg/day 18 mg – 72 mg/day
not to exceed 2 mg/kg/day
Adults 18–65 years of age 18 or 36 mg/day 18 mg – 72 mg/day
Your grandson does seem to be taking more than is recommended, but often Drs. can safely determine an increased dosage is needed for a particular patient. The blood pressure med is to slow down your grandson's central nervous system since the Concerta (methyphenidate) is a CNS stimulant. This should help him sleep. Since he is very hyper, aggressive and angry, he may need counseling with or without the parent(s). He may also need a change of Dr. or medicine or dosage reduction. It's hard for us to say since we don't know your grandson.
I can tell you that my 3 sons with ADD/ADHD were very hyper off of their medication but weren't angry (very often) and aggressive either on or off medication. I suspect the anger and aggression are coming from: 1) the way he feels at school because most other kids don't understand the ADD/ADHD child and aren't very friendly 2) neither do most teachers understand and some can't keep treating the child fairly 3) The Concerta may not be effectively helping the child focus and be calm at school or elsewhere 4) the school curriculum is Common Core 5) Your grandson has been through a rough time at home, possibly due to a parent not understanding how to handle a child with ADHD or there's been a divorce or other traumatic events.
The life of someone with ADD/ADHD isn't easy and they have to live with a lot of negatives. It's been said that it takes 10-20 positives to counteract 1 negative, depending on who you're quoting. That's a tall order for a parent to come up with enough positives. The organization C.H.A.D.D. is full with a wealth of information to help the whole family.
