Can hydrocortisone be used on the eye lid?

What are you trying to treat?

Hydrocortisone is not recommended to be put on the eyelid. Unless it is your doctor's instruction.

Eye allergy.. doctor suggested using it carefully on the eyelid...

You mean eyelid allergy? If the doctor suggested it then it's fine. Apply it very, very thinly and not for more than 7 days at a time.
