I recently had c5, c6 fusion. The headaches I experienced were at the base of my skull. All of it went away after I asked my doc about it.
He said some simple, at home PT would help strengthen the muscles.
You do this on all four sides of your head: Place your hand on your head and gently push your head against it. Do a count of 5 on each side for several repetitions. And then do it a few times a day.
It worked for me. Good luck!
