The first local anesthetic was cocaine. Novocain was derived from cocaine and introduced in 1905. A good chemist could probably reconstruct cocaine from Novocain but Novcain hasnt been used in dentistry in the U.S. since the 1960s. Modern Local Anesthetics, including Articaine, are all synthetics and have no relation to cocaine other than the "caine" portion of the name. Not sure what he would want Septocaine for but your roommate can't get high from it.
