The Dr. Always does this because people react differently to medication and the protocal is for a titrate system. This means that they will start you at a small dose first and monitor your progress. Usually they will keep you on that dose for about three weeks and ask you how you are doing then continue to increase the dosage from there. However in between this waiting period as LONG AS YOU ARE FOLLOWING THEIR INSTRUCTIONS AND STILL HAVING PANIC/ANXIETY ATTACKS - they can check with blood workups. The Dr MAY CHOOSE TO give you something in addition or increase the dosage. But make sure you have all the love and support surrounding you.
