This is a combination of various herbal products and a large dose of caffeine.
Personally I doubt if the herbal ingredients add much to the effect (though Yohimbine used to be sold as a medicine ~20 years ago) and any benefits come from the caffeine.
As with all caffeine loading products, they can make the user feel less tired / more energetic, even sometimes "hyper". It's the sort of thing some people may use to help them over a particularly demanding time - revising for exams or a prolonged activity. However these effects are limited and the users body will eventually respond and force them to sleep (hopefully not in the exam!).
My one concern for you, is that such products can be seen as a stimulant because of the buzz that can occur with the caffeine. This could be seen as a "safe" way to try the effects of such products, and there is always a small possibility it could lead on to use of more serious products.
Only you know your brother's status at the moment, and where in this range of possibilities he may be. Hopefully he is just studying hard, or hoping that more energy may help fitness and weight loss (not proven, but a claim the manufacturers make). Alternatively he could be dabbling in more risky areas, often with the encouragement of friends etc.
