Default Institutional Pack?

Hello Everyone,

Can someone please explain what an "Institutional Pack" is when it's related to a prescription medication? I thought those were short term meds, like a sample, given to a doctor by the drug manufacturer for him/her to give to the patient at no additional charge.

Most commonly it is bubble packaged for use in prisons or other institutions for more stricter control of accountability.
