Default injectable controlled drug record keeping

I am a Vet Tech and would love to have any and all opinions this subject. Let me tell you what we go through first: Our office manager wants us to record any "waste". What she has determined as "waste" is this, she thinks that any injectable drug left in the hub of a needle should be counted and also any drug left in the vial. I believe this is entirely too excessive and will completely screw up our inventories. I've researched all I can from the DEA regulations and they don't even touch on this matter. Our drug inventories are just fine, but our mananger has just got nothing better to do. I would love to know if any one else does this and if you do how excessive does it get?
