Taking Ultracet for a High?

Greetings. I have a question I hope you can help me with; I don't know anything about pain killers, hoever my brother has a history of pretty much taking what ever kind of pill or drug he can find to get high. I recently saw him with a bottle of Ultracet (the patient and Doctor's name were scratched off of the bottle), I asked him what he was doing with them and he told me they were for his new back injury(news to me). What I need to know is wether this is something someone like him would use (rather abuse) to try to get what ever it is he's likely to be after. I think he's Fibbing about his back. Thankyou. ultracet, ultram or tramadol are non-narcotic.
It works w/the central nervous system (kinda like Xanax)
Depending on the person, the less common side effects due inlude
"euphoria."
He could very well feel "high" off these.
