Help with occlusive dressing Phenolol??

Any help is greatly appreciated. Under some stress...
doc is saying occlusive dressing with Phenolol Ointment or
(Fin o lol)

I'm not sure what an occlusive dressing is, but I know of Timolol for the eyes which sounds like what you may be describing.
