I am not sure of any free ones but I am currently going through www.pennfosteronline.com for the transcription certification and its fairly cheap and well worth it. I paid $412 for my entire course. Check it out!

I did find a couple of sites that offer information on getting a scholarship for medical transcription in the Philipines. I hope that you will find them useful. Good luck.
