Default upper arm breakouts and wierd little white hairs

here's another question i can't seem to get the correct answer for in my area. immediately following the birth of my son 2 years ago, my upper arms broke out badly and have these wierd little white hairs you can just pull right out as if they aren't connected. one derm. said it was keratosis something and he said i've had it all my life and just didn't notice it. don't think i could've missed this all these years but whatever. what he's talking about is the bumps people get on the backs of their arms and legs. mine are on the fronts. another derm said it's hormonal and prescribed adoxa (had to go off due to acid reflux)then erythomician (?)antibiotic, ben. peroxide pads and clindamiacin (?). it's been over a month now and no changes in the breakouts. my arms look like a crazy mad dot to dot game and i don't like to wear anything that shows them. i've never had acne problems before and can't seem to clear this up. i assumed it would clear up after my son was weaned from the breast at 14 month of age but it's still going strong. please help me clear up this aggravating and quite ugly problem! i wonder if laser hair removal would help since it seems to be centered around the hair follicles.
