"Hookah" is basically just a *term* used for smoking something. It is not a drug, not that I know of. It is a way of smoking a substance.

what do kids smoke in them that looks like tar or something like it. they got it all over the walls and furniture. thanks again.

That's pipe resin. It is basically pot tar, you can clean it off tables with lighter fluid, and off of upholstery with disc brake cleaner spray, it will totally disintegrate it and vanish before your eyes.

It's usually used in the middle east for smoking flavored tobacco. Sometimes used for smoking other things. That she's using a hooka doesn't automatically mean drugs unless you know what she's smoking.
