Just speaking of my own experience with Lidocaine and Marcaine - Yes. I have a compounded Lidocaine ointment made especially for me as I have an allergy to an ingredient in the Licocaine patches. I find that the Lidocaine in this topical ointment caused the area to be pretty numb. It definitely works! As far as Marcaine goes, my pain specialist gives me trigger point injections with it, and the area goes numb.
