I understand a pharmacy must be registered in order to get the drop-ship from the manufacturer.

That's correct. In order for a pharmacy to be able to dispense and stock Tikosyn they need to be enrolled in the T.I.P.S program (Tikosyn in Pharmacy System ) an education and distibution program.
Tikosyn can only be prescribed by a professional who has undertaken an education program.
