What is the difference between sudafed pe and plain sudafed?

Old Sudafed (pseudoephedrine). New Sudafed PE (phenylephrine).
In some states you cannot get pseudophedrine over the counter. You must show your driver's license to the Pharmacy to purchase it.
Some people are fine with the PE and it works for them, but as they say, not everyone gets the same results as others so one may work better for allergies, or a cold, than the other.
