Va changed from azmacort to flunisoline; less control, dry cough; should I be concerned?

Both your medications are corticosteroids. They work in the same way - by reducing inflammatory reactions in the airways in response to allergens and irritants in the air. They are asthma preventer's.
If you find you are having more frequent asthma attacks with Flunisolide, including more coughing, then yes, I think you should be concerned and would recommend seeing your doctor.
