Tazarotene can work as a treatment for solar keratosis?

It may help, but I couldn't find any concrete evidence that it is used. Please see link below for information about treatment of Solar keratosis (or Actinic keratosis).

Has anyone ever used the drug picato, if so, did it work and did you have any side effects?
