What is this quacks qualifidcations does he have the knowledge in the field in which he or she works. If you find that someone has done damage to another. By all means turn them in. They shouldn't be in the practice anyway. A life is more important than a job. You can help the next person and maybe yourself from the damages that this doctor is subjecting the ones that he/she sees everyday. There are red tape though but look up online for help if needed to and i'm sure someone out there will be thankful you did.Nobody should have to die before their time and at the mercy of a mental health doctor. 12 people killed and 30 injured. Well if he/she keeps up the numbers of kills will go up and the injured will go down. Its a do or die thing. and that doctor should be canned really fast. Yet first get the facts and proof that it is happening and take it to the highest possible authorities you can go. He/she will have to pay for their mistakes. Others shouldn't have to pay for what the bad doctor does.
