my mum has been taking tenormin and micardis for hypertension but doctor today said that exforge should be more effective in bringing down her inconsistent high blood pressure. Doctor said she should go on exforge once her micardis is finish consumed.

Are you asking if it is okay for her to go on Exforge once the Micardis is finished? Then yes, if her blood pressure is still high when she takes Tenormin and Micardis, it would be better for her to go on to Exforge. Exforge has two blood pressure controlling medicines - both have different pharmacological action.
Highly likely that Exforge will work better with Tenormin, than Micardis and Tenormin.
