Why if Morphine comes in a 30cc bottle, why does the manufacturer but extra mls in the bottle?

They just do. Mainly so there is a little extra in the case of waste like incorrect measuring or spills or even just to make it easier to get the last of the drug from the vial/bottle. It is usually only a few cc's over. It is important to measure carefully.
