Is it better to take rilutek in liquid form if you are also taking sodium phenylbutyrate in iv form?

Yes, it's fine for you to take Rilutek as a liquid. It doesn't actually matter which form you take it in, as there are no known interactions between these medicines.
However, this does not necessarily mean no interactions exist. Please see your doctor if you experience any odd symptoms.
