Plain Allegra does not have ephedrine. Allegra-D however, has pseudoephedrine. It differs a little chemically from ephedrine but both can elevate the heart rate, blood pressure and respiration rate. Ephedrine will also dilate the bronchials. It is an old time remedy for asthma. Pseudoephedrine does not have this effect. Pseudoephedrine is used more as a nasal decongestant. It is also an ingredient that meth users use to cook methamphetamine so is tracked by the DEA. Any products that contain pseudoephedrine have to be purchased from the pharmacy counter (you dont need an Rx but they do ask for ID so they can track the quantities purchased). Meth labs use this drug in very large quantities therefore they track the quantities that any one person buys and there is a limit on the quantity you can buy over so many weeks or months. It is large enough for normal use of the drug but not enough for a person to make meth!
