If a child using advair doesn't grow for two years will he ever catch up on his lost growth?

Yes, studies seem to suggest that inhaled steroids slow the rate of growth but over time growth rates approach what would normally be expected.
Growth suppression is usually more significant in younger patients receiving steroids.
