Have you tried WinRho? (non-splenectomized, Rho(D) positive patients only) A splenectomy is only performed after all other treatments have failed. How old is your daughter? Try researching ITP here: http://www.pdsa.org/index.htm

My daughter is 14 years old, She is digonosed ITP at her 4 years age. Doctor infused IVIG at that time, now she is adult, the problem is her monthly period that is not suppose to stop without high dose of Transamin IV and platelet trasfusion, There were 5 mega unit platelet transfued during her 23 days hospitalised. it's very duficult to arrange donor for platelete and expensive aslo

The treatments for ITP are very expensive, yes. I'm assuming you do not have insurance and are not from the U.S.? Maybe a consultation with another hematologist would prove helpful.
I'm very surprised she didn't go into remission. Most children with ITP recover well. I will continue to pray you find the answers you need to get her well. :)
