I was prescribed Cipro HC for swimmers ear 5 years ago is it still safe to use?

No. It has probably past its expiry date and the manufacturers will not guarantee that it is safe or effective.
If you think you may have an infection that may require antibiotics you should see your doctor.

Suzanne is right it has well passed the expiry date, usually meds are effective for 2 or 3 years from the date of manufacturing, depending upon the med. Cipro would have certainly expired no longer effective or safe to use.
