I have been taking balziva for about 2 years. I didn't get in to see me doctor in time so I had to skip a month. I now am a week late getting my period but I took a over the counter pregnancy test and it came up negative. Is this normal???

Yes.
Your body is adjusting to the change in hormones and this can upset your cycle.
Wait a few days and then take another pregnancy test to confirm.
You can restart your pills anytime ... but you will need to take the pills for seven days before you have full contraceptive cover.
