I am an addict myself, constantlytrying to quit, plus i was a former pharmacy technician. You watch out for people filling narcotics early. sometimes you can tell by their body language. do they seem nervous, sweaty, agitated? Also do they get a lot of narcotics from the hospitals, or more than one doc.I think ultimately it is the pharmacists decision, although you can inform them of your suspicions.
