... habit forming and can be taken once or twice a day at most for symptoms of anxiety? Looking for a safe daily med that has similar effects to Benadryl but without it being addicting.

With all do respect, where did you find benadryl cold medicine habit forming? Acetaminophen is a pain reliever and fever reducer. Unless you are referring to liquid cold meds that contain alcohol?
Changes effected by the legislation would include moving pseudoephedrine-containing cold medicines (e.g., Sudafed, NyQuil and Tylenol Cold) behind pharmacy counters. They would also limit an individual’s purchases to 7.5 grams per month (approximately 250 x 30-milligram tablets).
