Is citicoline a blood thinner?

It perhaps could be used as a blood thinner; it is also given for immediate treatment of stroke due to a clot (ischemic stroke): 500-2000 mg of citicoline per day starting within 24 hours of stroke.

My doc told me not to take any Advil or ibuprofen because of the blood thinning qualities but he didn't say anything about my oxycotin
