Chlorhexidine - can this be used for treatig bleedig gums orally is it available over the counter?

I don't think the chlorhexidine oral solutions are available over the counter. I think they are prescription only.

Yes, it can be used to help treat bleeding gums (gingivitis) but may not completely clear the problem. It's best to see a dentist.
