Can lidocaine be used in a persons head for itching?

It's probably not necessary. Lidocaine is a local anesthetic so will only help with pain, not itching.
First you have to determine what is causing the itching and treat that as the primary problem. If you have dandruff, psoriasis, etc., there are other medications which will treat that better.
If you are unable to see what it causing the itching, please see your doctor.
