Can anyone tell me when it became necessary to have a prescription to legally have Ultram in your?

In the United States of American we have to have the drug in a container that came from a pharmacy, written for the person who has the drug on them. This is the law if not one can be charge with having a prescription drug not in the correct container. Just when it became a law I do not know , you would have to ask a lawyer in the state you live in.
