Can altace be taken to prevent kedney complication if you are diabetic?

Yes, ACE inhibitors such as ramipril are known to be reno-protective in diseases which can cause kidney damage. However, if there is existing kidney damage than your doctor will need to weigh the risks verses benefits of using ACE inhibitors.
